The Agriculture and Fisheries Council will hold an exchange of views on possible options for the future of the Common Fisheries Policy, taking into account the outcome of the consultation process launched in 2009 by the Commission with a view to presenting legislative proposals to the Council and the European Parliament in the first semester of 2011.

Background:

The fishing industry is essential to supplying food to European citizens and plays a major role in the European economy but this sector is currently going through a deep crisis. European fish stocks have been overfished for decades and the fishing fleets remain too large for the available resources making parts of these fleets economically unviable. 30% of the stocks are below safe biological limits, which means that they may not be able to replenish. The outcome has been a continuous decrease in the amounts of seafood fished from Europe’s waters: more than half of the fish consumed on the European market is now imported. The volatility of oil prices and the financial crisis have also contributed to the difficulties of the fishing sector.

Fisheries are heavily dependent on adequate management of fishing areas and on healthy marine ecosystems. Climate change is also having an impact on Europe’s seas and is changing the abundance and distribution of fish stock: fisheries can no longer be seen in isolation from other policies dealing with marine activities. The EU Treaties provide in particular that "the Common Fisheries Policy shall ensure exploitation of living aquatic resources that provides sustainable economic, environmental and social conditions". Ecological sustainability is therefore a prerequisite for the economic and social future of European fisheries and will be a key element of the reform of the Common Fisheries Policy now initiated.

The meeting of the Agriculture and Fisheries Council will take place in the Conference Centre-FIL, Luxembourg (10.00). The presidency will hold a briefing in the Council press room on Friday 25 June at 10.00. A press conference will take place at the end of the Council meeting itself.

Raad Landbouw en Visserij (AGRIPECHE)

De raadsformatie i Landbouw en Visserij (AGRIPECHE) bestaat uit de ministers van landbouw en/of visserij. Deze Raad vergadert formeel één keer per maand, ook informele bijeenkomsten zijn mogelijk. Namens Nederland sluit doorgaans minister van Landbouw, Natuur en Voedselkwaliteit Piet Adema i (ChristenUnie) aan.

De Raad Landbouw en Visserij houdt zich bezig met wetgeving over voedselproductie, plattelands­ontwikkeling en visserijbeheer.
