The European Council on 28-29 June 2012 is expected to focus on several economic issues, including the Multiannual Financial Framework, the European Semester and the European growth agenda. Furthermore, the President of the European Council will report on the development within the Economic and Monetary Union. Moreover, nuclear safety and justice and home affairs are expected to be on the agenda, and accession negotiations with Montenegro will possibly be discussed as well.

The European Council will have a wider discussion on the European growth agenda as a follow-up to the informal meeting of the European Council members on 23 May 2012. The European Council will also discuss how the Union can deepen its trade and investment relationships with key partners.

Furthermore, the European Council will conclude the 2012 European Semester by endorsing the country-specific recommendations which will provide guidance for member states when implementing their upcoming national decisions on budgets, structural reforms and employment policies.

The European Council will also discuss on the Multiannual Financial Framework (MFF) for 2014-2020. At its meeting in December 2011 the European Council invited the Danish EU Presidency to provide a basisfor the final phase of the negotiations, which will be discussed at this European Council meeting. At its meeting in December the European Council also expressed its will to finalise the negotiations before the end of 2012. At the meeting on 28-29 June a substantial discussion on the MFF on the basis of a "negotiating box " prepared by the Presidency is expected, including on how the new MFF can best contribute to the creation of growth.

The President of the European Council will in close collaboration with the President of the Commission, the President of the Eurogroup and the President of the European Central Bank report on the Economic and Monetary Union.

It is furthermore tradition that justice and home affairs are discussed at the June meetings of the European Council, and discussions within this area, including on migration and the Common European Asylum System, are expected.

Finally, it is also possible that the European Council will address the question of opening accession negotiations with Montenegro.

Europese Raad

De Europese Raad bestaat uit de regeringsleiders of staatshoofden van de 27 lidstaten van de Europese Unie i, de vaste voorzitter i en de voorzitter van de Europese Commissie i. De Hoge Vertegenwoordiger voor het gemeenschappelijk buitenlands en veiligheidsbeleid i woont de bijeenkomsten van dit orgaan ook bij. Alleen de regeringsleiders of staatshoofden hebben stemrecht tijdens de vergaderingen. De Europese Raad heeft geen wetgevingstaak, maar stelt wel de politieke richting van de EU vast.
