Ontwikkelingsdoelen na 2015

In 2015 lopen de huidige Millennium Ontwikkelingsdoelstellingen (MDGs) af en momenteel wordt er binnen VN verband actief nagedacht over de nieuwe invulling van deze doelen. Het Europees Parlement debatteerde vandaag over de nieuwe doelen en Thijs sprak over de rol van overheden van ontwikkelingslanden in de strijd tegen armoede. Deze overheden moeten speciale aandacht geven aan de behoeften van de armste en meest kwetsbare mensen binnen de samenleving, zoals minderheden, vrouwen en boeren. Armoedebestrijding gaat niet alleen over economische groei maar juist ook over een eerlijke verdeling van welvaart. De burgers in ontwikkelingslanden moeten hun overheid ter verantwoording kunnen roepen en Thijs heeft de EU opgeroepen om hierbij ondersteuning te bieden.

The most important message of this excellent report by Filip Kaczmarek is that trade and the market alone will not bring an end to poverty. Some would like to try to revive this liberal utopia in the developing world, although it found its Waterloo in the financial crisis.

Of course, we have to facilitate trade, fair trade, sustainable trade, we have to ensure access for all to loans, microfinance and more, that will allow people to improve their livelihoods. Financial inclusion is a condition for inclusive growth.

We can end poverty by 2030. But not without accountable governments, addressing the needs of the poorest and most vulnerable in their countries, of minorities, of women, of farmers. If the poorest are not heard in their capitals, only the elites will enjoy an unstable wellbeing. That is what makes the human rights based approach of the EU so crucially important. Development is not a technocratic problem - some fertilizer here, some market there. It is about assisting people in changing their societies step by step, reaching a gradual enlargement of freedoms.
