Target group

The seminar-workshop should be of particular interest to those planning to use, or currently using, EU Structural and Cohesion Funds to implement major projects, other large projects and revenue-generating projects. This will include programme officers and managers, project managers and project developers, as well as other officials from central, regional and local government involved in programme and project implementation. The seminar is also open to other economic and social partners involved in developing projects and programmes co-financed by the Funds - such as NGOs, academics, consultants and professional advisers, employers’ representatives, policy makers and officials of various European organisations, as well as private sector service providers and financial bodies.

Description

EU co-funded major projects will continue to play a key role in bridging Europe’s infrastructure gap and supporting important investments in certain sectors of industry. This practitioners’ seminar-workshop will look at the EU major project approval system and the important changes that have been made for the 2014-2020 programming period. It will consider all the key steps of the application form and so cover all the disciplines of a cost-benefit analysis, in particular the financial analysis and the economic analysis. The seminar will also consider in depth the rules for revenue-generating projects, whether major projects or not, and the calculation of the grant. The new possibilities for using public-private partnerships (PPP) with EU co-finance will also be considered.

Learning methodology

The seminar will consist of presentations and small exercises from expert consultants and EU officials, with time for discussions. There will also be a series of formal exercises and workshops, using laptops and conducting excel spreadsheet operations using a major project case example. We will look at issues in a number of sectors through case studies on waste disposal, energy generation, transport provision; we also hope to have an exchange of experience from different countries around the EU. Issues from other sectors will be addressed, including water supply, research and development, education and health.

Objectives

Participants should leave the seminar with a knowledge of how to complete the major projects application form and how to conduct a cost-benefit analysis, or how to oversee such studies or exercises. Participants will understand the rules associated with the award of EU co-finance for major projects, and will familiarise themselves with the guidance on grant calculation for revenue-generating projects.

European Institute of Public Administration (EIPA)

Het Europees instituut voor bestuurskunde (beter bekend als The European Institute of Public Administration - ofwel EIPA) streeft ernaar om de kennis van ambtenaren die zich met de EU bezighouden te vergroten door het ontwikkelen en organiseren van trainingen.
