Hague Convention on the Civil Aspects of International Child Abduction - Statement
Delegations will find attached a statement by the delegations of Belgium, Germany, Spain, France,
Italy, Luxembourg, Austria and Poland to be included in the minutes of Coreper relating to the draft
Council Decision authorising certain Member States to accept, in the interest of the European
Union, the accession of Andorra to the 1980 Hague Convention on the Civil Aspects of
International Child Abduction.

Draft Council Decision authorising certain Member States to accept, in the interest of the
European Union, the accession of Andorra to the 1980 Hague Convention on the Civil Aspects of International Child Abduction
Statement by the delegations of Belgium, Germany, Spain, France, Italy, Luxembourg,
Austria and Poland to be included in the minutes of COREPER
Where the European Union adopts internal legislative acts and on this basis, it exercises external exclusive competence, the Member States bound by those legislative acts take part in the acts that the Union adopts as part of this external competence.
In the context of this decision, all the Member States of the European Union bound by Council
Regulation (EC) No 2001/2003 i of 27 November 2003 concerning jurisdiction and the recognition and enforcement of judgments in matrimonial matters and the matters of parental responsibility, repealing Regulation (EC) No 1347/2000 i consequently take part in the adoption of the decision authorising certain Member States, in the interest of the European Union, to accept the accession of Andorra to the 1980 Hague Convention on the Civil Aspects of International Child Abduction.

Déclaration des délégations belge, allemande, espagnole, française, italienne, luxembourgeoise, autrichienne et polonaise à inscrire au procès-verbal de la réunion du
COREPER
Lorsque l’Union européenne adopte des actes législatifs internes et que sur cette base, elle exerce une compétence externe exclusive, les Etats membres qui sont liés par ces actes législatifs participent aux actes que l’Union adopte dans le cadre de cette compétence externe.
Dans le contexte de la présente décision, tous les Etats membres de l’Union européenne qui sont
liés par le règlement (CE) n° 2001/2003 du 27 novembre 2003 relatif à la compétence, la
reconnaissance et l’exécution des décisions en matière matrimoniale et en matière de responsabilité
parentale abrogeant le règlement (CE) n° 1347/2000, participent conséquemment à l’adoption de la
décision autorisant certains Etats membres à accepter, dans l’intérêt de l’Union européenne,
l’adhésion d’Andorre à la Convention de La Haye de 1980 sur les aspects civils de l’enlèvement
international d’enfants.
