The Plenary of the Judicial Network in Criminal Matters is a meeting traditionally organised by the presidency which brings together national correspondents and contact points from all the EU MS, as well as representatives from the European Union candidate countries and the European Economic Area. The invited participants are MS representatives and, depending on the agenda, also representatives from the European Commission and the General Secretariat of the Council and the EU Council Legal Service.

The agenda traditionally includes issues related to the most topical issues and the most frequently applied legal assistance tools in criminal and judicial cooperation, problems with their application or planned legislative initiatives, as well as cooperation with third countries.

The main discussion topic at the Plenary of the Judicial Network in Criminal Matters will be the transfer of sentenced persons (under the Council Framework Decision 2008/909/JHA of 27 November 2008 on the application of the principle of mutual recognition to judgments in criminal matters imposing custodial sentence or measure involving deprivation of liberty for the purpose of their enforcement in the European Union as well as under the European Convention of 21 March 1983 on the Transfer of Sentenced Persons).
