The European Commission will decide "soon" whether to start talks with tobacco company Philip Morris International to extend or renew an anti-smuggling agreement, a spokesperson told EUobserver Friday, 10 weeks before the 12-year-old deal expires. The European Parliament is against continuation, while most member states are in favour.
