TEN-T Days Rotterdam: Europees transport moet efficiënt, duurzaam en competitief

Europa moet wereldleider worden in duurzaam en intelligent vervoer. Dit was mijn boodschap tijdens de TEN-T Days in Rotterdam. Op 20 en 21 juni heb ik samen met 3.000 deelnemers - waaronder ruim 20 Europese transportministers en een tiental mede-Europarlementariërs - gediscussieerd over verbetering van het Europese transportbeleid en het Trans-Europese transportnetwerk (TEN-T). Tweeënhalf jaar na het begin van het Europese Connecting Europe Facility-programma (CEF), dat Europese infrastructuurprojecten co-financiert, blijkt dat we goed op weg zijn, maar dat we onze einddoelen nog niet hebben bereikt.

Europa heeft een efficiënt transportsysteem nodig om te kunnen blijven concurreren met de rest van de wereld. Tijdens de plenaire sessie heb ik deze visie gedeeld. Het is cruciaal om daarbij de hele transportketen te verduurzamen. We moeten naar meer goederenvervoer per spoor of per water. We moeten naar auto’s op elektriciteit en waterstof, en naar minder CO2-uitstoot voor vliegtuigen. Alleen zo kan Europa zich aan de milieudoelstellingen houden, zoals afgesproken tijdens de mondiale klimaatconferentie COP21.

Veel bedrijven zijn met Europese steun uit het CEF al gestart met de verduurzaming van transport. Zo innoveert de Nederlandse MKB’er NomadPower met duurzame koeltransporten over de weg en heeft het Havenbedrijf Rotterdam ingezet op betere ontsluiting per spoor.

Een Europese benadering van infrastructuur, zelfrijdende auto’s en logistieke uitdagingen is cruciaal. Ik blijf dan ook groot voorstander van het voortzetten en vergroten van het succesvolle Europese subsidieprogramma “Connecting Europe Facility” voor een efficiënt en duurzaam transportsysteem. Op deze manier kan Europa haar concurrentiepositie blijven versterken en de duurzaamheidsdoelen behalen.

Ladies and Gentlemen,

This event is Europe at its best. People, countries and organizations united.

As a Dutch Member of the transport committee of the European Parliament, I am dealing on a daily basis with transport challenges.

Be it in aviation, rail, road or maritime: we need to think European, and even in global solutions.

Efficiency, competitiveness and sustainability are to my opinion the keywords.

Regarding efficiency: we need to take into account the entire transport system. Like TEN-T clearly does. We need an optimal mix of modes.

And we should use current infrastructure where we can, and we should build new infrastructure where we must.

Regarding competitiveness: A resilient transport network equals a strong Europe.

Transport flows to and within Europe will grow significantly.

Logistic hubs, urban nodes and hinterland connections should be up-to-date.

We cannot afford still facing bottlenecks and unsolved cross-border sections within Europe.

If Europe wants to play a leader’s role in the next decade, we should put transport higher on the political agenda.

Allow me to say something about sustainability in particular.

The numbers tell the story:

  • - 
    Transport is the only EU-sector where the Greenhouse gas emissions have risen since 1990.
  • - 
    Road transport contributes to 73% of all transport greenhouse gas emissions.
  • - 
    And aircrafts have almost doubled their volume of CO2-emissions, since 1990.

For the short- and long-term future, we need another way of thinking. The commitments from COP21 are clear.

To succeed, Europe should become the world’s leader in clean and automated mobility, for all transport modes.

Large-scale rollout of - for example - LNG, platooning and e-mobility is the future.

It is my aim to translate this ambition into an even higher CEF-budget.

Ladies and Gentlemen, transport and Infrastructure in Europe will only succeed when we stick to our commitments for TEN-T and COP21. You can count on me that I will remain an advocate for these.

Including the prolongation of the successful CEF-programme.

On my turn, I call upon the Member States, Industry and society to deliver and be even more ambitious.

We must keep the trains rolling, the cars moving and vessels going. Let’s do that in the most sustainable way. Thank you.
