In view of the next report on the Generalised Scheme of Preferences (GSP), the European Commission and the European External Action Service (EEAS) would like to have an exchange of views with civil society on the application of the scheme, in particular of the GSP Plus (GSP+) arrangement.

Discussions will include the implementation of the conventions of the GSP+ scheme by GSP+ beneficiaries Armenia, Bolivia, Cape Verde, Georgia, Kyrgyzstan, Mongolia, Pakistan, Paraguay, the Philippines and Sri Lanka*.

Your views will provide valuable input for the second biennial GSP report**, which is due by the end of this year. In the monitoring and assessment of GSP+ countries, civil society plays a crucial role in providing information. Civil society is also a force for change in the countries themselves through advocating and supporting a continuous and sustained improvement in the implementation of the relevant conventions.

Background

EU's trade policy contributes to the EU’s objective of eradicating poverty and promoting sustainable development and good governance in developing countries. The GSP+ scheme is an important instrument for achieving this as it grants full removal of tariffs on over 66% of EU tariff lines in return for the ratification of 27 core international conventions - including the United Nations (UN) conventions on human rights and the conventions of the International Labour Organisation (ILO) on labour rights - and cooperation in monitoring of their implementation.

Europese Commissie (EC)

Deze instelling van de Europese Unie kan worden beschouwd als het 'dagelijks bestuur' van de EU. De leden van de Europese Commissie worden 'Eurocommissarissen i' genoemd. Elke Eurocommissaris is verantwoordelijk voor één of meerdere beleidsgebieden. Momenteel zijn er 26 Eurocommissarissen. In principe is er voor iedere lidstaat één. Samen vormen zij het college van Eurocommissarissen. De Eurocommissarissen moeten het belang van de Europese Unie als geheel behartigen, niet dat van hun eigen land.

De Europese Commissie mag als enige EU-instelling wetsvoorstellen indienen; zij heeft het zogenaamde recht van initatief. Daarnaast controleert de Commissie of de Europese wetgeving juist wordt toegepast in de lidstaten, onderhandelt zij in internationale organisaties als de Wereldhandelsorganisatie (WTO) i over de handel van de Unie met het 'buitenland' en is zij verantwoordelijk voor het beheer van de Europese begroting van ongeveer 140 miljard euro per jaar.

Europese Dienst voor Extern Optreden (EDEO)

Deze dienst ondersteunt het optreden van de EU i naar andere landen toe en fungeert tevens als diplomatieke dienst. De EDEO is op 1 december 2010 officieel van start gegaan en heeft een aantal taken overgenomen van het oude Directoraat-Generaal Buitenlandse Betrekkingen i (RELEX), dat op die datum is opgeheven. De overige taken van RELEX zijn overgegaan naar de Dienst Instrumenten buitenlands beleid i. Beide diensten zetelen in het Triangle-gebouw in Brussel.
