We have reached the end of a twenty-five-year period of strategic stability and relative peace among major powers. Conflict between states will take new forms, and cyber-activities are likely to play a leading role in this newly volatile environment, thereby increasing the risk of undermining the peaceful use of cyberspace to facilitate the economic growth and the expansion of individual freedoms.
To counter these developments, The Hague Centre for Strategic Studies (HCSS) and the EastWest Institute (EWI) - supported by the Governments of the Netherlands, Singapore, and France, the Microsoft Corporation, and the Internet Society - have taken the lead in establishing the Global Commission on the Stability of Cyberspace (GCSC). The Commission will develop proposals for norms and policies to enhance international security and stability and guide responsible state and non-state behavior in cyberspace. In doing so, the Commission engages the full range of stakeholders to develop shared understandings, and its work will advance cyber stability by supporting information exchange and capacity building, basic research, and advocacy.
On September 26, four Commissioners of the Global Commission on the Stability Cyberspace will visit HCSS to share their insights on the risks and challenges that threaten the international peace and stability in cyberspace, and how to mitigate them. The event is organized in the context of the Dutch Cyber Security Week, and will bring together stakeholders and representatives from various branches of the Dutch and international cybersecurity community.

Deze organisatie houdt zich bezig met strategisch onderzoek op het gebied van vrede en veiligheid. Het HCSS geeft advies op het gebied van internationale en nationale defensie- en veiligheidsvraagstukken aan de overheid, internationale instituties en het bedrijfsleven. De organisatie werkt veel samen met politieke en ambtelijke besluitvormers en het hogere management van bedrijven. Het HCSC is in 2007 opgericht als onafhankelijke denktank, maar is gelieerd aan TNO.
Het onderzoek van het HCSS kenmerkt zich door onafhankelijkheid, een multidisciplinaire benadering, specialistische kennis en heeft een strategische oriëntatie. Het onderzoek richt zich met name op internationale vrede en veiligheid, geopolitieke ontwikkelingen en trends, conflictbeheersing, defensietransformatie en terrorisme. De organisatie combineert haar brede, conceptuele kennis met de kennis van TNO op het gebied van technologie en kwalitatieve en kwantitatieve methoden. De onderzoeksresultaten worden gepresenteerd in de vorm van (beleids) aanbevelingen, strategische verkenningen en scenarioanalyses.
