This conference looks into territorial strategies to address technological innovation and digital transformation from a local and regional perspective. It provides an opportunity to discuss the Digital Europe programme and its territorial role regarding, more specifically, digital connectivity and the digital public services and their accessibility to the public.

The European Committee of the Regions has recently adopted an opinion on the Digital Europe programme (2021-2027)1. In it, the CoR welcomed the European Commission's legislative proposal which for the first time integrates in a package digitalisation, research and innovation into all major EU programmes and into European wide societal development. The key role of local and regional authorities in implementing it should be considered in all measures to speed up the development of the Digital Single Market.

9.30-10.30 a.m. - First panel: Territorial strategies for a better digital connectivity

Investments in advanced high-capacity digital infrastructure such as 5G networks, proposed by the Digital Europe Programme, are indeed necessary to enable the deployment of digital services and technologies everywhere in Europe. Broadband has an instrumental role in developing innovative and competitive digital services, for which reason the CoR calls for a quick 5G standardisation to ensure the interoperability of telecommunication networks. Nevertheless, less connected - white and grey - areas shouldn't be forgotten to avoid the great risk to widen the digital divide.

The Digital Europe Programme needs to be attractive to cities and regions - with their industries, universities and citizens - for them to speed up the European wide digital and economic transformation by considerably increasing public and private investment in human and physical capital. The provision of public and private services has to be user-centric, digital and interoperable by design, and compliant with the once-only principle with regard to national, regional and local governments.
