‒ General approach

1.paragraph 15 should read as follows:
"Moreover, the Commission has three specific concerns. As regards Article 5(6), the Commission regrets that the Council general approach allows, but does not require, maritime National Single
Windows to share predefined operational data with port services providers, which might force declarants to report twice the same information during the same port call. The Commission also regrets the inclusion of Article 12a on the common ship sanitation database. It considers that this Regulation is not the right place for this database. Furthermore, the Commission does not agree with the limitation of the delegation of powers to three years; since the Commission will have to report on the delegation of power not later than nine months before the end of that period, this would give the Commission too short a time to evaluate the delegation and draw any useful conclusions.";

2.Article 4(2) should read as follows:
"The Commission shall assess the necessity of amending the EMSWe data set in accordance with Article 3(2 3). Amendments to the EMSWe data set shall only be introduced once a year, except in duly justified cases.";
