  On 25 October 2018, the Commission submitted to the Council a proposal for a Council

  Regulation fixing for 2019 the fishing opportunities for certain fish stocks and groups of fish stocks in the Black Sea. For sprat, the Commission proposes a roll-over of the 2018 TACs to 2019. For turbot, it proposes a TAC at the levels established by the multiannual management plan for turbot fisheries, that was agreed during the 41st Annual Meeting of the General Fisheries Commission for the Mediterranean (16-20 October 2017).

• 2. 

  On 8 November 2018, the Working Party on Internal and External Fisheries Policy examined the proposal and reached an agreement on the text and on a statement by the Council and the Commission on control issues. Bulgaria and Romania announced a joint statement. Both

  statements are included in addendum to this note 1 .

• 3. 

  COREPER is invited to suggest that the Council:

– adopts the text of the proposal as set out in doc 14292/18 PECHE 462 (as finalized by the legal-linguistic experts), and

– enters the statements in the addendum to this note in the minutes of the Council.
