Subject: COUNCIL REGULATION fixing for 2019 and 2020 the fishing opportunities for Union fishing vessels for certain deep-sea fish stocks

• 1. 

  On 10 October 2018, the European Commission submitted to the Council its proposal for a Council Regulation fixing the fishing opportunities for certain deep-sea stocks for 2019 and 2020, based on Art. 43(3) TFEU 1 .

• 2. 

  The proposal aims at fixing the total allowable catch (TAC) of fish from specific deep sea stocks for the upcoming two years. The Commission updated the proposal on 25 October 2018 with a non-paper on deep-sea sharks 2 .

• 3. 

  The Working Party on Internal Fisheries Policy examined the proposal at its meetings on 11 October, 26 October and 8 November 2018. The Permanent Representatives Committee

  discussed the proposal on 14 November 2018.

• 4. 

  On 19 November 2018, the Council reached unanimous political agreement on the proposal.

• 5. 

  Several delegations announced statements on different issues: FR and ES issued one joint statement on red seabream in areas 6-8; ES and PT issued two joint statements on red

  seabream in area 9 and alfonsinos in areas 3-10, 12 and 14, respectively; DK issued a statement on roundnose grenadier in area 3. In addition, the Commission issued a statement on deletions of TACs for deep-sea species.

• 6. 

  It is therefore suggested that the Permanent Representatives Committee invites the Council to:

  – adopt the text of the proposal as set out in doc. 14418/18 PECHE 473 (as finalized by the legal-linguistic experts), and

  – enter the statements in the addendum to this note in the minutes of the Council.
