Dit comité van de Raad i, een speciaal soort raadswerkgroep op hoog ambtelijk niveau, bekijkt de begrotingsvoorstellen die door de Europese Commissie i naar de Raad van Ministers i worden gestuurd. Raadswerkgroepen bestaan vaak uit ambtenaren uit de lidstaten van de EU i. Na behandeling van de voorstellen door de werkgroep gaan deze naar de Raad Algemene Zaken i.
Het begrotingscomité kijkt ook naar voorstellen op het gebied van financiële reglementen en de controle op de begroting.
