Justice and Home Affairs Council
The meeting of the Justice and Home Affairs Council will take place under the Slovenian Presidency of the Council of the EU in Brussels on 9-10 December 2021. Home affairs ministers will meet on Thursday, 9 December, and justice ministers on Friday, 10 December 2021.
Minister of the Interior Aleš Hojs will chair the last regular meeting of the interior ministers under the Slovenian Presidency in Brussels. The Council will hold a debate on migration challenges, including the use of migration for hybrid attacks. It will also exchange views on the implementation of information system interoperability.
Ministers will also discuss EU recovery funds and how infiltration by organised crime into legal structures and processes can best be prevented. They will be brought up to speed with the new police code, which will be presented by the European Commission a day before the meeting, on 8 December 2021. The Council will also take stock of progress regarding negotiations on legislative acts such as the regulation on the Schengen evaluation and monitoring mechanism and the directive on the resilience of critical entities.
At the meeting of justice ministers, the Slovenian Presidency will brief the delegations on the progress of negotiations with the European Parliament on the proposed e-evidence regulation.The European Commission will present a package of three new legislative proposals on the digitalisation of judicial cooperation:

-"Modernising judicial cooperation between EU countries - the use of digital technology", which will make judicial cooperation in cross-border cases across the EU more efficient and more resilient to crises;
-
-the legislative proposal on digital information exchange on cross-border terrorism cases, which will improve the exchange of information and cooperation concerning terrorist offences and Eurojust’s counter-terrorism register;

-the proposal for a Regulation establishing a collaboration platform to support the functioning of joint investigation teams, which will improve the efficiency of joint investigation teams (investigators and prosecutors from member states and third countries, with support from Europol and Eurojust where necessary) through a dedicated IT environment.
The Council will also take note of the state of play on the negotiations on EU accession to the European Convention on Human Rights, and ministers will exchange views on lessons learned from the COVID-19 pandemic for the functioning of courts and for the judicial review and scrutiny of emergency measures. At a working lunch, the ministers will discuss the challenges of combating hate speech and hate crime, good practices in increasing the number of reports of such crimes, and measures to help victims.
The Slovenian Minister of Justice, Marjan Dikaučič, who will chair the Justice Council meeting, said: "The last formal meeting of justice ministers under the Slovenian Presidency of the Council of the EU will primarily focus on the digitalisation of justice, which is one of our priorities. I am pleased that we have made tangible progress in this area, including our successful conclusion of the negotiations with the European Parliament this week in a trilogue meeting on the e-CODEX Regulation."
