Selection procedure: Members are Member States, industries and NGOs. This expert group called "Article 13 forum" is the successor of the Information Exchange Forum created under Directive 2008/1/EC on integrated pollution prevention and control. Therefore, members of that Forum are automatically considered as members of this Article 13 forum. New members who are not Member States are proposed to be appointed by the Director-General of DG ENV.

Rules of procedure: Rules of Procedure were adopted by the Forum on 12 September 2011.
