The Council reached a political agreement on fishing opportunities in the Baltic Sea for 2019.
After a day-long negotiation, ministers agreed on the maximum quantity of fish that EU fishermen will be allowed to catch next year out of the ten main commercial stocks in the Baltic Sea, a quantity also referred to as the "Total Allowable Catch" (TAC).
Ministers also agreed on the EU quota for Norway pout and an in-year amendment to the TAC for anchovy.
The 2020 deadline we set ourselves for achieving the sustainability of our fisheries resources is getting closer. Today's decision is another important step towards meeting this goal, whilst at the same time respecting the socioeconomic viability of our coastal communities.

Ministers also exchanged views on the position to be taken by the EU at the annual consultations with Norway in the framework of their bilateral fisheries agreement, and at the annual meeting of the International Commission for the Conservation of Atlantic Tunas (ICCAT), scheduled for 12-19 November 2018 in Dubrovnik, Croatia.
Highlights from agriculture part of the Agriculture and Fisheries Council of 15 October held in Luxembourg
In public session the Council discussed a progress report on the work carried out on the proposal for a regulation on CAP strategic plans, which are the cornerstone of the future Common Agricultural Policy after 2020. Ministers also exchanged views on the issues of simplification and flexibility for member states contained in the proposal, as well as on the new greening architecture proposed by the Commission, its proportionality and the appropriateness of the proposed instruments.
Today we discussed the elements that are at the heart of the proposed CAP paradigm shift. We aim at making the new system successful, effective and sustainable. A system that is simpler for farmers and national administrations, forward looking and sustainable in the interest of our citizens and farmers, our food security and the environment.

The Council was then informed about the evolution of African swine fever in Europe. Ministers expressed their preoccupation as to the rapid spread of the disease and reiterated their commitment to enforce relevant EU legislation, as well as the measures listed in the EU ASF strategy in a consistent manner throughout Europe, focusing on cooperation on wild boar management and preparedness.
