-Mandate for negotiations with the European Parliament

1.On 13 July 2017, the Commission submitted to the Council and the European Parliament a
Proposal for a Regulation of the European Parliament and of the Council on Controls on the
import of cultural goods.

2.The Working Party on Customs Union examined this proposal at various meetings in 2017
and 2018. Following a meeting of the Working Party on 29 October 2018, a compromise text,
as laid down in doc. ST 13603/1/18 REV 1 UD 257 ENFOCUSTOM 210 EF 276
ECOFIN 988 JAI 1052 CULT 127 COSI 230 COTER 147 RELEX 902 DROIPEN 167
COPEN 363 CODEC 1813, was supported by a majority of delegations 1 .

3.Against this background, the Committee is invited to provide the Presidency with a mandate
to enter into informal negotiations with the Parliament, on the basis of the positions set out in
doc. ST 13603/1/18 REV 1 UD 257 ENFOCUSTOM 210 EF 276 ECOFIN 988 JAI 1052
