Dit agentschap i neemt aanvragen voor een kwekersrecht binnen de grenzen van de Europese Unie i in behandeling. Dit gebeurt in het kader van EU-regelgeving die de juridische bescherming beoogt van plantenrassen. Als het Bureau de aanvraag goedkeurt, heeft de aanvrager industriële eigendomsrechten op het plantenras. Tegen besluiten van het CPVO kan beroep worden aangetekend bij een Kamer van Beroep.
Het agentschap is operationeel sinds 1995 en is gezeteld in Angers, Frankrijk.
