The Meeting of the Secretaries General of Parliaments of the European Union will focus on common international issues that the representatives of Member States consider urgent.

The meeting is organised by the office of the parliament that holds the Presidency of the EU Council. Previous meetings of the Secretaries General of the European Union Parliaments have discussed, among other things, international security, human rights, education, agriculture and human trafficking.

The Conference will be held in Tallinn in January 2018, and the Foreign Relations Department ot the Chancellery of the Riigikogu and the Secretary General of the Riigikogu are responsible for organising it.

Eiki Nestor

President of the Riigikogu

As the President of the Riigikogu, the Parliament of Estonia, Eiki Nestor represents the Parliament and organises its work. He is the longest serving Member of the Riigikogu in the history of the Republic of Estonia. Twice he has held the post of a Minister - he was the Minister of Regional Affairs in 1994 and the Minister of Social Affairs in 1999. He is a member of the Social Democratic Party and has been the Chairman of the Social Democratic Party Faction in the Riigikogu.

Klaus Welle

Secretary General of the European Parliament

Klaus Welle is the Secretary General of the European Parliament since 2009. Before that, he served as the Head of Cabinet of the President of the European Parliament (2007-2009), and the Director-General for Internal Policies (2004-2007). From 1999 to 2003, Mr Welle was the Secretary General of the EPP-ED Group in the European Parliament, in 1994-1999, he was the Secretary General of the European People's Party (EPP) and the European Union of Christian Democrats, and from 1991 to 1994, the Head of the European and Foreign Policy Department at the CDU Central Office in Bonn.

Geert Jan Hamilton

Secretary General of the Senate of the Netherlands

Geert Jan Hamilton has been the Secretary General (Griffier) of the Senate (Eerste Kamer der Staten-Generaal) of the Netherlands since 2006. From 1975 to 1980, he worked as a fellow and a legal adviser at Leyden University. From 1980 until 1999, he was Legal Counsellor to the Association of Health Insurers in the Netherlands. From 1993 to 1999, he was the President of the Association Internationale de la Mutualité (AIM), the international organisation of social health insurers.

From 1999 to 2006, Hamilton was the Director of Legislation and Legal Affairs at the Ministry of Health, Welfare and Sports of the Netherlands. He was closely involved in the reform of the health insurance system in the Netherlands, which was implemented from 1 January 2006.

From May until October 2017, he was Acting President of the Association of the Secretaries General of the Parliaments (ASGP). Mr Hamilton will leave the office on 1 October 2018.

Kadri Kaska

Senior Analyst of the Information System Authority of Estonia

Kadri Kaska is a Lead Analyst at the Cyber Security Division of the Estonian Information System Authority (RIA), she is responsible for cyber threat assessment and policy analysis. Previously, she worked as a research fellow at the NATO Cooperative Cyber Defence Centre of Excellence, with her area of research encompassed comparative domestic law regarding state activities in cyberspace as well as national cyber security strategies and capability building. Kadri holds a Master’s degree in law from the University of Tartu, Estonia, and has her earlier professional background includes telecommunications and competition law.

Ests voorzitterschap Europese Unie 2e helft 2017

Van 1 juli tot en met 31 december 2017 vervulde Estland i het voorzitterschap i van de Raad van de Europese Unie i. Estland was de opvolger van Malta i. Het was de eerste keer dat dit land het voorzitterschap bekleedde. Belangrijke prioriteiten voor Estland waren de interne markt en de digitale interne markt in het bijzonder, de energie-unie en de verdere integratie van Oost-Europese landen in de Europese Unie. Ook wilde Estland tijdens het voorzitterschap online oplossingen en informatievoorziening in het Europees beleid promoten.

Het thema van het Ests voorzitterschap was "Unity through Balance". Er was veel aandacht voor de relatie van de mens met de natuur en voor de uitdagingen en mogelijkheden die nieuwe technologieën met zich meebrengen.
