CoR members and alternate are appointed for 5 years, which is the length of a CoR mandate. The next mandate starts on 26 January 2020, and will last until 25 January 2025. At the beginning of a new mandate, all CoR members have to be appointed, and all organs, including the Bureau, the commissions, the working groups and the interregional groups have to be re-established. A new President, a new First vice-President and a new Bureau are elected by the members meeting in the first plenary session.

The CoR in brief

The European Committee of the Regions is the EU's assembly of regional and local representatives. Since 1994 its mission has been to represent and promote the interests of local and regional authorities in relation to the European decision-making process. From its Brussels headquarters the European Committee of the Regions has thus helped to ensure ever closer union of the European nations and territories with decisions being taken at the closest possible level to ordinary Europeans, in line with the subsidiarity principle.

The role of CoR members

Members of the CoR meet in plenary session in Brussels to discuss and adopt opinions, reports and resolutions. MEPs, European commissioners, members of the Council and representatives of the EU presidency are invited to the plenary to discuss issues of particular concern to regions and cities.

Members participate in the work of the CoR thematic commissions, and can be appointed as rapporteurs in order to draft opinions.

138th Plenary Session

The February 2020 plenary session will be the inaugural session for the European Committee of the Regions' seventh' term of office and will be organised along different lines from an ordinary plenary session.

The first part, in the afternoon of Tuesday 11 February, will be devoted to the formal installation of the European Committee of the Regions (CoR) in office and the adoption of the agenda and electoral rules.

The meeting will then be adjourned to enable the political groups and national delegations to hold preparatory meetings.

In the morning of Wednesday 12 February, the plenary sessionwill be devoted to the elections of the president, first vice-president, the other vice-presidents and the other Bureau members.

After the initial meeting of the new CoR Bureau, the plenary session will resume at 2.30 p.m. to have several political discussions, including a debate on the Conference on the Future of Europe with the participation of Ms Dubravka Šuica, Vice-President of the European Commission in charge of Democracy and Demography. The plenary Assembly will also discuss and vote on resolutions and the opinions listed here below.

The establishment of the new commissions will take place in the morning of Thursday 13 February.
