Deze parlementaire commissie i houdt zich bezig met het gemeenschappelijk handelsbeleid van de Europese Unie i. De commissie komt regelmatig bijeen om te debatteren over de economische betrekkingen met andere landen en organisaties als de Wereldhandelsorganisatie i (WTO).
De commissie telt 43 leden. De belangrijkste taak van de commissie is het vastellen van en het onderhandelen over het gemeenschappelijke handelsbeleid. Een handelsovereenkomst kan alleen in werking treden met goedkeuring van het Europees Parlement i.
Deze parlementaire subcommissie i houdt zich onder meer bezig met de instrumenten van de EU op het gebied van mensenrechten en democratie. Deze subcommissie vestigt haar aandacht op specifieke mensenrechtenkwesties, en bekijkt of de EU in haar extern optreden de mensenrechten eerbiedigt. Daarbij wordt erop gelet dat al het externe beleid van de Unie (zoals het handelsbeleid en het asiel- en migratiebeleid) in overeenstemming is met het mensenrechtenbeleid van de Europese Unie.
De commissie is in 1999 opgericht vanuit de noodzaak om nauwer contact te onderhouden met de Hoge Vertegenwoordiger van het Gemeenschappelijk Buitenlands en Veiligheidsbeleid i (CFSP) en met de Raad i over urgente ontwerpresoluties met betrekking tot mensenrechten. Het doel hiervan was enerzijds om informatie uit aangeleverde dossiers te toetsen en anderzijds om vast te stellen welke acties zijn ondernomen of gepland door andere instituties werkzaam op dit gebied. Anderzijds werd ook de noodzaak geuit om de voortgang van urgente dossiers beter te volgen door middel van follow-up's.
